Why is Knuckles the arbiter,I woulda thought it would have been shadow when i saw that eggman was there

I chosen Knuckles as the Arbiter because I wanted the entire Echidna race to be the Elite race. Also if you look at the scene select you will see Shadow as a ODST Helljumper.
